On June 8, 2026, the Prosecutor General initiated a public criminal prosecution against the former Marzpet of Kotayk, K.G., for committing an illegal act with confiscated property

The Prosecutor General's Office reported that, among other things, on May 12, 2026, based on the judgment, entered into legal force in the case of confiscation of property of illegal origin, the ownership right of the Republic of Armenia was registered from the former Governor of Kotayk, former Head of Abovyan community, Karapet Guloyan, and his wife, Roza Tsarukyan /father’s name: Gagik/, to approximately 91% of the illegally confiscated real estate located at 14th Street, N8 P. Sevak blocks, Arinj Village, Kotayk Region.

 

The initiated criminal proceedings revealed that K. G. had been informed that the Anti-Corruption Court had applied a preliminary security measure - a seizure - in the case of confiscation of property of illegal origin, the court had prohibited the performance of actions related to the disposal of the property, but he organized the damage to the external and internal, as well as basement walls of the above-mentioned residential building. In particular, he organized the dismantling of the facing tiles of the external and internal walls of the residential building, the removal of doors and windows, etc.
